It would be reasonable to expect HS2 Ltd to have:

a) devoted their efforts to developing the best possible UK rail network; and

b) applied their option selection process to identify the best option, capable of delivering the greatest connectivity and capacity for the least cost and environmental impact.

Regrettably, HS2 Ltd has failed badly on both counts.
